Diana is an indigenous woman of the Misak people (Silvia, Cauca, Colombia), whose mother tongue is Namtrik. She is a journalist and communicator with a master’s degree in political communication granted by Universidad Externado de Colombia. She has extensive experience and leadership in processes of Indigenous, Territorial and Community Communication with a differential approach for ethnic and gender issues. In 2012 and 2023 she worked as Ancestral Authority in the Chieftaincy of Guambia in the roles of zone secretary and general secretary respectively. She has been bestowed with the Best Indigenous Journalist of Colombia award and is a recognised figure in the struggle to preserve communication in indigenous communities via oral transmission. She was editorial advisor for the Agenda Propia (Own Agenda) and she coordinated and provided advice for the intercultural communication process in Akubadaura.

She is currently the political representative on behalf of the Movement of Indigenous Authorities of Colombia AISO for the National Commission of Communication of Indigenous Peoples – CONCIP, which is the commission of the Permanent Board of Concertation with Indigenous Peoples and Organisations – MPC, specialised in the area of communications in Colombia.

Prof. Nicolas Levrat is the fourth Special Rapporteur on minority issues. He was appointed by the Human Rights Council on 13 October 2023 and took up his functions as Special Rapporteur on 1 November 2023.

Levrat is a French speaking Swiss, born in 1964. As such, he is a member of a linguistic minority in Switzerland and has been dedicating his academic research and teaching focus on Peoples and minorities rights, Federalism, and on relationships between legal systems.

Holding a PhD in International Law, Prof. Levrat has been a full Professor of International and European Law at the University of Geneva since 2001. At the University of Geneva, he was appointed Director of the European studies in 2007, which he reshaped into the Global Studies Institute in 2013; he was the Director of the International Law Department from 2016 to 2019; and he also launched the Human Rights Week, which has been in place since 2012.

Gina is a Quechua speaker from Cusco. She is an oficial sworn translator, recognised by the Ministry of Culture. She holds a bachelor in Primary Education by Universidad Nacional San Antonio Abad del Cusco. She was a rural teacher in Cusco and afterwards, teacher of Quechua at Instituto de Pastoral Andina (IPA), Centro Bartolomé de las Casas (CBC), Asociación Cultural Peruano Alemán Región Inka (ACUPARI), and Asociación Pukllasunchis. She has been a guest professor at the universities of Michigan and Notre Dame.

She was the first female president of the Civic Association “Gregorio Condori Mamani” Proyecto Casa del Cargador. She is co-author of the book Aprendiendo a viajar: Movilidad en la vida de una mujer Quechua [Learning to travel: Mobility in the life of a Quechua.
