Propiedad Intelectual y la pandemia del Covid 19

La pandemia del Covid 19 es el reto más grande que enfrenta nuestra generación. Frente a esta coyuntura, se ha reportado en diferentes medios una carrera de laboratorios a nivel mundial por alcanzar una vacuna contra el virus o desarrollar medicamentos que alivien o traten los efectos de la enfermedad.

Este tipo de tratamientos, por lo general, vienen protegidos por patentes, mecanismo que les da a sus titulares el derecho a emplear la invención de manera exclusiva, con la libertad de establecer precios para su acceso y limitando a otros su empleo.

Con el ánimo de continuar con el proceso de reflexión y análisis de la propiedad intelectual en el país y en el mundo de cara a la pandemia del Covid 19, el Departamento de Propiedad Intelectual del Externado, invita al Webinar.

Panelistas Invitados:

Luisa Herrera Sierra

Abogada de la Universidad Externado de Colombia. Máster en Derecho de Propiedad Intelectual (LLM) de la Universidad Queen Mary University of London y estancia investigativa en el Max Planck Institute for Innovation and Competition de Munich. Autora de varias publicaciones, coautora del libro “Derecho de Patentes” y autora del libro «El derecho de la competencia y las licencias Frand: Herramientas para el acceso a invenciones». Cuenta con experiencia en diferentes áreas del derecho: propiedad intelectual, derecho del entretenimiento, derecho de competencia desleal, prácticas restrictivas de la competencia, comercial y seguros. Desde el 2013 es profesora de materias relacionadas con el derecho contractual y la propiedad intelectual.

Actualmente se desempeña como Docente Investigadora del Departamento de Propiedad Intelectual de la Universidad Externado de Colombia y como Abogada Socia y Coordinadora del Ãrea de Propiedad intelectual de la Firma de Abogados HERRERA ABOGADOS & ASOCIADOS.

Oscar Lizarazo Cortés

Profesor asociado (tiempo completo) de la Universidad Nacional de Colombia-UNAL. (Investigador asociado ante MinCiencias). Director del Grupo de investigación Plebio-UNAL (B ante MinCiencias). Coordinador académico de posgrados en Derecho Privado Económico-UNAL. Candidato a Doctor en Derecho, Especialista en Derecho Administrativo y Abogado de la Universidad Nacional de Colombia (Unal). Máster en PI (Derecho, Innovación, Comunicación, Cultura con énfasis en Propiedad Intelectual) de las Universidades París-Sud XI y París I-Panthéon-Sorbonne. Integrante de los proyectos Centro de Pensamiento en Propiedad Intelectual, y Centro de Pensamiento Medicamentos, Información y Poder de la UNAL.

Carolina Gómez

Abogada con amplia experiencia en política farmacéutica. Obtuvo su título en Derecho de la Universidad de los Andes (Bogotá, Colombia) máster en Derecho de la Universidad de California, Berkeley. Se ha desempeñado como asesora de la dirección general del INVIMA (agencia sanitaria colombiana) y del despacho del ministro de salud. Fue Directora de Medicamentos y Dispositivos Médicos en el Ministerio de Salud de Colombia. Fundadora del Centro de Pensamientos «Medicamentos, Información y Poder» de la Universidad Nacional del Colombia, lugar en el que trabaja actualmente.

Carlos Augusto Conde Gutiérrez

Abogado de la Universidad Externado de Colombia, MA in Biotechnology, Law and Ethics, MPhil in Law y PhD de la Universidad de Sheffield (Reino Unido). Actualmente es docente investigador del Departamento de Propiedad Intelectual de la Universidad Externado, y consultor en temas de patentes, nuevas tecnologías, regulación farmacéutica, y regulación sobre recursos genéticos

Intellectual Property and the Covid-19 Pandemic

Covid-19 pandemic is the greatest challenge facing our generation. In the face of this situation, different media have reported a worldwide laboratory race to create a vaccine against the virus or develop drugs to alleviate or treat the disease

In general, this type of treatment is protected by patents, a mechanism giving owners an exclusive right to the invention, with the freedom to set prices for their access and limiting the use by others.

In the spirit of continuing the reflection and analysis of intellectual property in the country and the world in the face of the Covid-19 pandemic, the Externado Intellectual Property Department invites to the Webinar.

Guest Panelists:

Luisa Herrera Sierra

Externado de Colombia University Law graduate, with a Master’s in Intellectual Property Law (LLM) from the Queen Mary University of London, and a research tenure at the Max Planck Institute for Innovation and Competition, in Munich. Author of several publications, co-author of the book «Derecho de Patentes» (Patent Law) and author of the book «El derecho de la competencia y las licencias Frand: Herramientas para el acceso a invenciones» (Competition Law and Frand licenses: Tools to access inventions). She is experienced in different areas of law, such as Intellectual Property, Entertainment Law, Unfair Competition Law, Restrictive Competition Practices, Commercial, and Insurance. Since 2013, she has taught subjects relating to Contractual Law and Intellectual Property.

Currently, she acts as a Professor Researcher at the Externado de Colombia University Intellectual Property Department. She is a Partner and Coordinator of the Intellectual Property Area of the HERRERA ABOGADOS & ASOCIADOS Law Firm.

Associate professor (full time) at the Universidad Nacional de Colombia – UNAL. (Associate researcher before MinCiencias). Director of the Plebio-UNAL research group (B before

MinCiencias). UNAL Postgraduate Private Economic Law Academic Coordinator. He is a Law PhD candidate, Specialist in Administrative Law, and a Universidad Nacional de Colombia-UNAL Law graduate. He has a Master’s in IP (Law, Innovation, Communication, Culture with emphasis on Intellectual Property) from the Universities Paris-Sud XI and Paris I-Panthéon-Sorbonne. Also, he is a member of the UNAL Center for Intellectual Property Thought projects and the Center for Medicine, Information, and Power Thought.

Carolina Gómez

An attorney with extensive experience in pharmaceutical policy. She is a Universidad de los Andes (Bogotá, Colombia) Law graduate with a Master’s in Law from the University of California, Berkeley. She has served as an advisor to the General Office of INVIMA (Colombian health agency) and the office of the Minister of Health. She was the Director of Medications and Medical Devices at the Colombian Ministry of Health, and founder of the Center for Thought «Medicines, Information, and Power» of the Universidad Nacional de Colombia, where she currently works.
