�Perspectivas y retos de la justicia tributaria en Colombia. Propuesta para el Plan Decenal del Sistema de Justicia�

El Departamento de Derecho Fiscal del Externado abre sus puertas para la discusión académica alrededor del Plan Decenal del Sistema de Justicia, incluido en el Plan Nacional de Desarrollo 2014 2018.

La convocatoria está dirigida a los sectores público y privado para el análisis de este nuevo instrumento que busca mejorar y promover la administración judicial de nuestro país, en particular respecto de la justicia tributaria. La discusión girará en torno del informe que, sobre el particular, han presentado al Ministerio de Justicia especialistas de las universidades Externado, y de los Andes y de reconocidas firmas de abogados y consultores.

El Plan Decenal del Sistema de Justicia, busca promover la coordinación, eficiencia, eficacia y modernización en la administración de justicia y en las funciones de los organismos de control.

El Ministerio de Justicia y del Derecho tendrá a su cargo la secretaría técnica para la elaboración y seguimiento del Plan, que deberá elaborarse en un término de dos años, con el concurso del Departamento Nacional de Planeación, el Consejo Superior de la Judicatura, la Fiscalía General de la Nación, el Instituto Nacional de Medicina Legal y Ciencias Forenses, la Contraloría General de la República, la Procuraduría General de la Nación y la Defensoría del Pueblo o quienes hagan sus veces.

El Plan Decenal de Justicia 2017-2027 será el primero que tendrá Colombia, y contendrá, cuando menos, los objetivos del sistema de justicia, el plan de acción interinstitucional para lograrlos, las metas institucionales e interinstitucionales, la definición de herramientas tecnológicas para la justicia, los compromisos específicos de cada prestador de servicios de justicia, las prioridades y criterios territoriales, los objetivos comunes en materia de bienestar social e incentivos, capacitación y seguridad para los empleados del sistema de justicia y la definición del mecanismo de seguimiento.

"Perspectives and challenges of tax justice in Colombia. Justice System Ten-year Plan Proposal"

The Externado Fiscal Law Department opens its doors for an academic discussion on the Justice System Ten-year Plan, contained in the National Development Plan 2014 – 2018.

The meeting is directed to the public and private sectors for the analysis of this new instrument seeking to improve and promote the judicial administration of our country, particularly, tax justice. The discussion will revolve around the report submitted to the Ministry of Justice by specialists from the Externado and Los Andes universities, and recognized law firms and consultants.

The Justice System Ten-year Plan seeks to promote coordination, effectiveness, efficiency, and modernization in the administration of Justice and the functions of supervisory entities.

The Ministry of Justice and Law will be responsible for the technical secretariat for the Plan elaboration and follow-up, to be completed within two years. The Plan will be created with collaboration from the National Planning Department, the Higher Council of the Judiciary, the Attorney-General Office, the National Institute of Legal Medicine and Forensic Sciences, the Nations Controllers Office, and the Ombudsman Office, or those acting in that capacity.

The Justice Ten-year Plan – 2017-2027 – will be the first in Colombia, and will contain, at least, the justice systems goals, the inter-agency action plan to achieve them, the inter-agency and institutional goals, the definition of technology tools for Justice, the specific commitments of each justice services provider, priorities, and territorial criteria. Also, the common objectives for social well-being and incentives, training and security for justice system employees, and the guidelines for the follow-up mechanism.
