Carlos German Caycedo Espinel
Lecturer at the Economic Law department
Lawyer from Universidad Externado de Colombia, specialized in Labour Law and Industrial Relations from the same University and in Financial Legislation from Universidad de los Andes. He worked as Superintendent of Industry and Commerce (e) and as Delegated Superintendent of Consumer Protection, also, he was Manager of the Executive Unit of Public Services of the Mayor’s Office of Bogotá D. C. and was linked to the Civil Aeronautics, to the Guarantee Fund of Financial Institutions and to the former Banking Superintendence, in legal management responsibilities and in the decision of complaints and claims of consumers and users of the supervised entities. He also served as Executive Director of the National Accreditation Agency of Colombia. He has been a consultant on regulatory and consumer protection issues for the Ministries of Social Protection, Education and Trade, Industry and Tourism and the National Television Commission, as well as a consultant on technical regulation for the United States Agency for International Development (USAID). He was a research professor in the Department of Economic Law, in consumer issues, and currently teaches consumer law at the Universidad Externado de Colombia and the Universidad del Rosario. From the academy he participated in the commission that prepared the bill that concluded as the new consumer statute and supported the Superintendence of Industry and Commerce in the regulation of this law. He was the personero delegado for the coordination of the Public Prosecutor’s Office and human rights, Personería de Bogotá and is currently an advisor to the Presidential Council for Stabilization and Consolidation.
